I had the same issue of images and JS merging worked for me, may be you can find the alternate way of site went down, just marge js, do content deploy, flush cache and then check images if possible.
without calling a static block in file, how magento can identify where you need to put it? anyways I don't think what you ask for is possible without doing a code
delete the existing require js from pub/static/_requirejs/frontend/Namespace/Theme/en_US requirejs-config.js path and refresh the page again so it will regenerate it and solve the error of js not found.
welcome, Magento does the marge in next versions after the commits, it has merged in ver 2.2.5. Anyways, if you find the answer helpful accept it so that it can be useful to others.
