Magento2.3.5 I have trouble of adding comment to customers order. I can sent to one store view (Thai) but another store view show "We cannot add order history". in the order comment box. Anyone know how to fix?

I had this problem on Magento 2.4.7. The issue was that I had the store email address for Sales set to the default. Once I set it to the correct email address, this issue was resolved.
