@c.gong The problem isn't necessarily your VCL file, but the behavior of your Magento setup. Please read the nuances I mentioned about the value of the Cache-Control header and the fact that the max-age value is set to zero. That's not something the VCL file will solve, that's the behavior of your Magento that explicitly refuses to cache this page.

Please share your VCL file. It's possible that you strip Set-Cookie headers from your static files in the VCL.
