The problem is the $this->setChild() call in configureToolbar of the ProductList. See github.com/magento/magento2/issues/7253#issuecomment-439630823

Unfortunately this is not working. The toolbar will still simply not render at all. And I do not understand why. There is not even a call to its toHtml method.
