app/code/community/Foggyline/HappyHour/etc/ config.xml

Where you have to replace

<routers>
  <foggyline_happyhour>
  ...
  <foggyline_happyhour>
<routers>

by

<routers>
  <happyhour>
  ...
  <happyhour>
<routers>
