The max package weight of 150 means that they don't ship anything over that value (I think).

I have searched for all ups setting in core_config_data table and delete all the entries
the query was select * from core_config_data where path like '%ups%' deleted all the records and re-save the settings this solved the problem.

This issue is not related to ISO codes for countries.
The UPS carrier (based on cgi) allows to ship only if origin country is USA, your origin country is Indonesia, that's why you get this error. But you can use UPS XML type instead.
As an alternative to Colin's suggestion to use a local code pool override, I went with a class rewrite. The rewrite is pretty clean as you can overload the two methods in question pretty neatly, keeping the parent calls in tact.

I fixed the issue. Searched the entire Google. I adjusted the min and max weights allowed. I changed the weights for the products. I changed the mode for shipment. I also changed the shipping settings. I changed the zip code and address. All these changes worked for. Hope some one would find this useful.
You need to change into system.xml file which generate the label tags
for any shipping method in magento. Please go tho the follow path
where you will able to add or remove the labels for ups shipping
