You can use crosssell_skus column in your CSV file. You need to provide list of SKUs separated by comma for that column.

Insted of writeing 0 into column please write "None" . it will work fine becouse magento 2 not accepting numberic value while we importing using CSV.

To get the import to work I've resorted to exporting the csv using pipe (| ) separated fields in OpenOffice for Mac. You will need to change the Field separator from comma to pipe on the import page in Magento 2.

Managed to fix this. The issue was my excel not saving the document properly to UTF8 (Comma Delimited). I had to open the .csv using notepad and resaving it into UTF 8 that way.

I think the problem with just catalog* is that the Magento catalog uses EAV and needs other tables like eav_attribute_*. The other possible issue with DB dumping just catalog tables from 2.1 and loading into 2.3 is that any 2.3 catalog DB upgrade will not be applied.
