You have to copy /app/locale/en_US/template/email/account_password_reset_confirmation.html to your nl_NL folder and translate it. You also can create a template in the admin backend.

For Enterprise customers, there is a Magento core patch available (SUPEE-1373) which was tested by us and works. It basically replaces all the translate properties by data-translate across the code.
