sudo find . -type d -exec chmod 770 {} \; && sudo find . -type f -exec chmod 660 {} \; && sudo chmod u+x bin/magento
For local development
set pub and var to 775 or 777

Magento 2.2 often extremely slow, 100% processor usage after setup:upgrade
I have the same situation as you, I run:
php bin/magento setup:static-content:deploy -f
to force M2 to deploy the static data in developer mode in order to skip the long wait.
