How to create this type of popup in magento 2.4.?

Question

1. add one button on PDP page like "Add comment"
2. if click on that button popup should be open with textarea that user can insert comment
3. user should be logged in then this button should be displayed
4. if comment has been added then it will be displayed on cart message below product and also, in checkout
