The methods getValueInclTax() and getValueExclTax() always returns null in checkout page:

$valueInclTax = $subtotal->getValueInclTax();
$valueExclTax = $subtotal->getValueExclTax();

If I dump the $subtotal content, like this:

print_r(
        $subtotal->debug()
     );

This returns:

Array
(
    [code] => subtotal
    [title] => Zwischensumme
    [value] => 657.03
    [address (Mage_Sales_Model_Quote_Address)] => Array
        (
            ...

Trying the same on other Magento 1.9 website, I got:

    Array
    (
        [code] => subtotal
        [title] => Zwischensumme
        [value] => 995
        [value_incl_tax] => 995
        [value_excl_tax] => 836.13
        [address (Mage_Sales_Model_Quote_Address)] => Array
            (
                ...

The values value_incl_tax and value_excl_tax are missing in the first object.

I've already did this switching to the base theme with no third-party modules (OneStepCheckout™‎ and payment methods only).

Why could be this happening?
