While running php bin/magento s:up

We get the following error:

SQLSTATE[42S02]: Base table or view not found: 1146 Table '[DATABASENAME].[PREFIX]tmp_catalog_category_entity__sales_order_1' doesn't exist, query was: SHOW CREATE TABLE [PREFIX]tmp_catalog_category_entity__sales_order_1

Running php bin/magento setup:db-data:upgrade successfully runs and does not output any error information.

Any idea as to the issue, how to fix or how to output additional error information?

Obviously the issue is with the table not existing. I confirm that to be true. However, why? This is a new issue. s:up has worked fine for the last two years. I can confirm the table was not manually deleted.

Is there a way to regenerate the table? Commands c:c and c:f do not fix the issue. Indexing does not help either.

Update: We use magento table prefixing. Upon further review, it seems none of the prefixed tmp_* tables are being created. Only the non-prefixed tmp_* tables. I created them manually by copying the non-prefixed version, but what would cause prefixed tmp tables to not be created?
