On my Magento 2.2.8 store the shipping step is missing when I have a bundle product in my cart. Not sure if this is the reason, but the checkout is also not working. As soon as I mix it with a normal product, everything works. The trace is:

The error means something like: There was an error on the server. Please try to replace your order. I can see savePaymentMethod in the trace, so maybe thats related? The order is placed anyway, I can see it in the order grid in admin, but on frontend it looks like it hasnt.

  • Virtual/downloadable product don't need any shipping. So in this case you can see only payment step. – Sohel Rana May 8 at 9:23
