I'm using Magento version 2.2.0 to create a custom email template for my custom extension, I need to add inline CSS to the email template, I've followed the instruction here , so my email template file look like this:

My file location for CSS code

app/code/Namespace/Module/view/frontend/web/css/email-inline.less

Also, do the below commands.

php bin/magento setup:static-content:deploy -f 
php bin/magento setup:upgrade
php bin/magento cache:flush

I am not sure if this step you done or not. But Please run these commands:

php bin/magento setup:static-content:deploy -f 
php bin/magento indexer:reindex 
php bin/magento cache:flush 
php bin/magento cache:clean

I think file is no loaded because of static content was not deployed.
