If I look here I can find only a 1.9.2 version. I'd like to upgrade on a new fresh installation, but I can't find a recent full Magento version...

Go to "Release Archive" panel - It is right to the "Download" under "For Magento Open Source 2.x and 1.x"
Scroll down and scroll down to Magento 1 or just search by '1.9.3.8'
And there you are ;)

There are two teams who are managing Magento 1.x releases.
