I need to set special shipping cost for 1-3 business days(first 5 kg) for the states Dubai & Sharjah in UAE, but I don't know how to write it in the csv file. Do anyone know the format?

Go to Store >> Configuration >> Sales >> Shipping Methods >> Table Rates

Export sample file that is already entered in Table Rates from export button.

After exporting you can see rules something like below and you can enter as per your requirement.
