I'm getting 403 errors in my console for calendar.css, mixins.js, require.js. Is it permission or ownership issue?

I usually use the following file/folder permissions and haven't run into issues so far.

cd <MAGENTO_INSTALL_DIR>
find . -type f -exec chmod 664 {} \;
find . -type d -exec chmod 775 {} \;
find var pub/static pub/media app/etc -type f -exec chmod g+w {} \;
find var pub/static pub/media app/etc -type d -exec chmod g+ws {} \;
chmod u+x bin/magento
