How do you edit the default footer links that Magento applies? Orders and Returns, Search term?

I think the links you mean are the following folder
\app\design\frontend\default\themeXXXX\
The Order and Return link is in layout/sales.xml

The Sitemap link you can find here:layout/catalog.xml

The contacts link in: layout/contacts.xml

Just comment the ones out you want to remove. If you want to remove all of them and just add your static cms block "footer_links" then you will need to copy this file /app/code/core/Mage/Page/Block/Template/Links.php
to your local files and comment the following piece of code out
$this->getLinks();
You are probably looking the footer block. Go to CMS - Static blocks and search "footer". From there you should be able to edit the footer links.

That is quite uncommon, are you using the default Magento theme? Can you add a screenshot with the links you want to remove? Commented Jul 4, 2016 at 15:23

Then you need to find this in your theme file. Are you using Default theme? If so it should be blank/default. Go here: app/design/frontend/base/default/template/page/html/footer.phtml and see if that works for you. The page directory listed will point you to your layout XML file and PHP (.phtml)– camdixonCommented Jul 4, 2016 at 15:27
