Override the template by copying Magento\Catalog\view\frontend\templates\product\view\addtocart.phtml to Vendor\Module\view\frontend\templates\product\view\addtocart.phtml.

Create or update file Vendor\Module\view\frontend\layout\catalog_product_view.xml:

<page xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:noNamespaceSchemaLocation="urn:magento:framework:View/Layout/etc/page_configuration.xsd">
    <referenceBlock name="product.info.addtocart" template="Vendor_Module::product/view/addtocart.phtml"/>
</page>

Flush your cache & (re)load the product view page.

Override Magento\Catalog\view\frontend\templates\product\view\addtocart.phtml.

Override the template by copying Magento\Catalog\view\frontend\templates\product\view\addtocart.phtml to Vendor\Module\view\frontend\templates\product\view\addtocart.phtml.

Create or update file Vendor\Module\view\frontend\layout\catalog_product_view.xml:
